Harrigan's **Special Operations Forces Concealed Carry Act** would extend federal concealed carry authority to both active-duty and veteran special operations personnel — the Rangers, Green Berets, SEALs, Delta operators, and MARSOC Raiders whose firearms training and marksmanship standards dwarf anything a state licensing board has ever dreamed of requiring.

Here's the gap the bill closes: under the **Law Enforcement Officers Safety Act (LEOSA)**, qualified current and retired law enforcement officers already carry a federal concealed carry pass that cuts clean through state patchwork restrictions. A retired beat cop from Ohio can carry in California. A retired Delta Force sergeant cannot. Let that sink in.

**The most rigorously vetted, most lethally trained personnel on the planet have fewer carry rights than a retired meter maid.** That's not a safety policy. That's an insult written into federal law.
