SEALs & Green Berets Can't Carry? Harrigan's Bill Fixes That

NC Rep. Pat Harrigan's Special Operations Forces Concealed Carry Act would give elite active and veteran SOF members federal carry rights in all 50 states — no local veto.

A combat veteran in Congress is done playing defense.

Rep. Pat Harrigan (NC-10) this week introduced the Special Operations Forces Concealed Carry Act — legislation that would extend federal concealed carry authority to active and veteran special operations forces members in every state in the union, stripping anti-gun officials of any power to override it.

Let that sink in for a second. The same government that trusts these operators to execute the most dangerous missions on earth currently allows state politicians to tell them they can't carry a pistol to the grocery store.

**That is not a policy disagreement. That is an insult.**

The bill covers the full SOF tier: Delta Force, SEAL Teams, Green Berets, Marine Raiders — the most rigorously trained firearms operators alive. Their marksmanship and tactical standards shred anything required for a civilian carry permit in any state. Yet in restrictive jurisdictions, those same warriors can be denied, delayed, or buried in bureaucratic red tape by officials who have never once trusted their life to a firearm.

Harrigan isn't a think-tank guy cosplaying veteran. He wore the uniform. He knows exactly what it means to trust one of these operators with a weapon downrange — and he knows exactly how obscene it is to strip that trust the moment they come home.

The legislation models its framework on the Law Enforcement Officers Safety Act (LEOSA), which already grants qualified active and retired law enforcement nationwide concealed carry rights. If a retired beat cop carries federal carry authority across state lines, there is zero logical justification — zero — why a retired Navy SEAL carries less.

**This is the kind of pro-2A offense Washington almost never takes.** Not another defensive crouch against the next Bloomberg-funded grab. An actual expansion of rights for Americans who bled to earn them.

No co-sponsors or Senate companion bill have been announced yet. That gap is the mission right now.

Call your representative today. Demand they co-sponsor the Special Operations Forces Concealed Carry Act. Find your rep at house.gov. These warriors cleared buildings in Fallujah, Kandahar, and places that will never make a map — the least Congress can do is let them carry when they walk through an airport in California.

**Watch this one closely.** The co-sponsor list that forms — or fails to form — in the coming weeks will tell you exactly which members of Congress actually mean it when they say they support the troops.
