SB 948 Cleared Both Houses. The Live-Fire FSC Bill Goes to Newsom Next.

The California Senate concurred in Assembly amendments to Senate Bill 948 on Tuesday, August 25, 2026, by 28–12, and ordered the bill to engrossing and enrolling. The official Legislature status page lists it as an Active Bill — Passed. That is the last legislative vote. It is not signed. It is not in effect.

The Assembly had passed it a day earlier, August 24, 56–19, with four members not voting. The author is Senator Jesse Arreguín. Senator Laura Richardson is a coauthor. The live-fire piece is new Penal Code § 31640.5. On or after January 1, 2029, an applicant for a Firearm Safety Certificate must have completed, in the prior year, a course of no less than four hours that includes live-fire shooting exercises on a firing range and a demonstration of safe handling and basic proficiency. Valid CCW holders, and people who finished a CCW course under Penal Code § 26165 within the previous three years, are excepted. This is not a four-hour class that hits this month. It is a 2029 rationing device with a range fee.

The same bill stretches personal-firearm-importer reporting from 60 days to 180 days and, commencing January 1, 2028, requires a perjury certification that the importer holds a valid FSC or an exemption. Failure to include the certificate number or exemption in the report is an infraction.

Assembly Bill 2047, the 3-D printer “firearm blocking” bill, has not passed. The official status page still lists it as Active Bill — In Floor Process. The Senate daily file for Wednesday, August 26, 2026, has it at third reading, item 235. Monday’s wire said both bills were still alive. SB 948 is out of the Legislature. AB 2047 is not.
