Newsom Just Signed the Training Mandate, the Printer Lock, and the 10-Year Ban

On September 26 Governor Gavin Newsom signed a ten-bill gun package in Sacramento. The governor’s own list: AB 1743, AB 1753, AB 1943, AB 1974, AB 2047, AB 2339, AB 2378, AB 2636, SB 948, and SB 1220. SB 948, Senator Jesse Arreguín, is the firearm-safety-certificate rewrite. Enrolled text: starting January 1, 2029, the certificate requires a course of no less than four hours with live fire. AB 2047 is 3-D printer blocking technology. SB 1220 is a 10-year firearms prohibition after a misdemeanor “ghost gun” conviction. Signatures. Not a court ruling.

The Governor’s Office posted it September 26, 2026: “Governor Newsom signs new bills to further prevent gun violence and strengthen California’s gun safety leadership.” Newsom’s quote in the release: survivors, advocates, researchers, law enforcement, legislators, and communities “have continued to come together to turn hard-earned lessons into action.” The signed list, as the state printed it: Assembly Bill 1743 (Buffy Wicks) — Firearms; AB 1753 (Catherine Stefani) — protective-order firearms and ammunition notice and procedures; AB 1943 (Mike A. Gipson) — pupil safety notifications, firearms; AB 1974 (Stefani) — voluntary firearm storage; AB 2047 (Rebecca Bauer-Kahan) — 3-dimensional printing blocking technology; AB 2339 (Gipson) — prohibited persons; AB 2378 (Jesse Gabriel) — CalVIP grants; AB 2636 (Blanca Pacheco) — juveniles; Senate Bill 948 (Jesse Arreguín) — Firearms: safety certificates; SB 1220 (Melissa Hurtado) — Firearms: prohibited persons.

SB 948 is the one that rewrites the certificate. Enrolled text on the California Legislative Information site, published August 27, 2026: an act to amend Penal Code §§ 27560, 28235, and 31615, and to add § 31640.5. Personal firearm importers get 180 days, not 60, to report a gun brought into the state. Starting January 1, 2028, that report includes a perjury certification that the importer has a valid firearm safety certificate or an exemption. New § 31640.5: an applicant for a certificate on or after January 1, 2029, must have completed, within the prior year, a course “no less than four hours in length, including live-fire shooting exercises” on a range, taught by DOJ-certified instructors. CCW holders and people who took the CCW course in the last three years are carved out. Tom Knighton at Bearing Arms, September 27: SB 948 is “the mandatory training requirement for people who move into the state with a firearm.” AB 2047 “requires 3D printers to have blocking technology built into the devices” and penalizes jailbreaking. SB 1220 “makes it so those who have a misdemeanor ‘ghost gun’ conviction are prohibited from owning firearms for 10 years.” AB 1753, Knighton notes, tightens relinquishment for people under restraining orders — the Rahimi lane.

A signature is not an injunction. The 2029 training clock is still a 2029 clock. The printer mandate is the one that travels: California’s market is large enough that a blocking chip designed for Sacramento can show up in a box in Texas. That is the point of writing it this way. Newsom’s office called the state “#1 in gun safety.” Giffords and Everytown already say that. The package is how they keep the ranking.
