Harrigan's Bill Gives SOF Operators Their Carry Rights Back

Special Operations Forces Concealed Carry Act would close the gap between America's elite warfighters and parking enforcement officers

WTF News April 24, 2026 📖 2 min read

Rep. Pat Harrigan (R-NC) is done watching Delta Force sergeants come home from combat deployments with fewer carry rights than municipal parking enforcement officers. The Special Forces veteran introduced the Special Operations Forces Concealed Carry Act — legislation that extends concealed carry rights to the operators who've bled for this country.

These aren't weekend warriors. We're talking Special Forces, Delta Force, Navy SEALs, Green Berets, and the NCOs and medics who keep them alive downrange.

The bill defines a "qualified special operator" as any active-duty or honorably discharged servicemember at paygrade E5-E9, W1-W5, or O1-O10 — anyone who earned their way into elite tier units across every branch of the armed forces.

Chew on that. The federal government trusts these men and women with missiles, classified missions, and nuclear launch protocols — then career politicians in Washington decided they can't be trusted to carry a sidearm at home. That's not a security policy. That's an insult.

Harrigan served as a Special Forces officer before running for Congress. He's not introducing this bill for political theater. He's fixing a genuine injustice his fellow operators have lived with for years.

Current federal law under the Law Enforcement Officers Safety Act already extends concealed carry rights to qualifying law enforcement nationwide. There's zero logical reason a Delta Force sergeant with three combat deployments should carry fewer rights than a parking officer with a badge.

This bill closes that gap — and it's long overdue.

Call your representatives today and demand they co-sponsor the Special Operations Forces Concealed Carry Act. These warriors defended your rights. The least Congress can do is defend theirs.
