Harrigan Bill Gives SEALs & Green Berets Nationwide Carry Rights
NC combat vet's new bill extends federal concealed carry authority to active and veteran special operations forces
Rep. Pat Harrigan (NC-10) introduced the Special Operations Forces Concealed Carry Act, a bill that grants federal concealed carry authority to both active and veteran special operations forces — the Green Berets, SEALs, Rangers, and Delta operators who train harder with firearms than virtually any human being on the planet.
These are not ordinary citizens. These are warriors who qualify with weapons systems most Americans have never seen, who operate in the most lethal environments on Earth, and who come home to states run by anti-gun politicians who treat them like suspects the moment they cross state lines.
Harrigan knows exactly what he's talking about. The North Carolina Republican is a combat veteran and amputee who lost his arm in service to this country. He didn't come to Congress to play games — he came to fix broken policy.
The bill rests on a simple truth: if your marksmanship and firearms training exceed those of virtually every law enforcement officer in America, bureaucratic concealed carry restrictions have no business applying to you. Period.
Federal law already extends concealed carry privileges to qualified active and retired law enforcement under the Law Enforcement Officers Safety Act. Harrigan's bill applies the same logic to special operations personnel — operators whose firearms proficiency makes most police qualifications look like a warmup.
Anti-gun governors in states like California, New York, and Illinois have spent years erecting walls against concealed carry for law-abiding citizens. Those walls must not trap the men and women who bled for this country.
This legislation won't pass on its own. Gun owners need to contact their representatives now and demand they co-sponsor the Special Operations Forces Concealed Carry Act. If Congress won't extend carry rights to Navy SEALs and Army Special Forces, they'll extend them to no one.
