Harrigan's SOF Concealed Carry Act would let elite operators carry nationwide—no anti-gun governor gets a veto over America's deadliest veterans.
Congressman Pat Harrigan (NC-10) dropped the Special Operations Forces Concealed Carry Act this week, a bill that extends federal concealed carry authority to both active-duty and veteran special operations personnel—SEALs, Rangers, Green Berets, Delta operators, all of them.
The problem it solves is almost too stupid to believe.
The most elite firearms operators on earth—men and women who qualify to standards that make most police departments look underprepared, who execute classified missions under conditions no civilian licensing board can even imagine—lose their carry rights the instant they step into a gun-control jurisdiction on American soil. Same sidearm. Same operator. Different zip code. Suddenly: criminal.
**That's not a gun law. That's an insult.**
Harrigan isn't a politician cosplaying as a veteran. He served as an Army Special Forces officer before winning NC-10 in 2022. He has been inside the world this bill protects, and he is not guessing at what it costs operators to be disarmed by a governor who couldn't pass a basic range qualifier.
The legislative hook is clean and airtight. The Law Enforcement Officers Safety Act—LEOSA—already grants qualified off-duty and retired law enforcement officers federal concealed carry authority in all 50 states. Congress made that call years ago, and it was the right one. Harrigan's bill runs the same play for special operators. If a retired cop can carry anywhere in the country, there is zero coherent argument for leaving a retired SEAL defenseless in New York City.
