House Bill 4106 cleared the West Virginia House on March 14th after the chamber concurred with a Senate amendment, sending constitutional carry expansion to the finish line before the legislature adjourned sine die. No dragging it out. No watering it down. Done.
Until now, young adults in West Virginia existed in a bizarre legal gray zone — old enough to vote, old enough to serve in the military, old enough to be tried as adults, but NOT old enough to carry a firearm for self-defense without government permission. HB 4106 erases that contradiction. If you're 18 in West Virginia, you're an adult with adult rights — full stop.
This is exactly the kind of bold, no-apology move that states like California, New York, and Illinois — where Newsom, Hochul, and Pritzker have spent years strangling gun rights one regulation at a time — refuse to even consider. While those governors wage war on law-abiding citizens under the banner of fighting criminal violence, West Virginia just reminded the country what respecting the Second Amendment actually looks like.
The bill now heads to Governor Patrick Morrisey's desk. Morrisey has been a staunch pro-2A executive and there is every reason to expect a swift signature. When that pen hits paper, West Virginia becomes an even stronger model for every red-state legislature watching.
