Portland is considering a change that reaches people who already hold concealed handgun licenses. The proposal appears on the City Council’s October 7 agenda and addresses city buildings used for official meetings.
The city’s ordinance page says the change would remove the licensed-carrier affirmative defense in certain covered buildings. The proposal also directs the city administrator to define the applicable meetings and identify the buildings subject to the policy.
The implementation details matter. The text requires entrance signs and a website notice identifying covered buildings. It also says a building designation cannot take effect before those notices are posted. A proposed enforcement procedure includes notice, an opportunity to comply, and ejection or exclusion before referral to law enforcement.
At publication review, the official document history listed today’s council meeting without a final action recorded. This story therefore reports the proposal, not a confirmed passage or immediate citywide ban. Watch the official council record and posted building notices for the outcome.
