Green Beret Congressman: Let Special Ops Carry—Anywhere
Rep. Harrigan's new bill would strip blue states of the power to disarm Delta Force, SEALs, and Raiders with a permit clerk's rubber stamp.
Rep. Pat Harrigan (R-NC)—Army Special Forces veteran and Purple Heart recipient—has introduced the Special Operations Forces Concealed Carry Act. The bill grants nationwide concealed carry rights to active-duty and honorably discharged special operators, cutting through the patchwork of state permit requirements that currently leave America's tip-of-the-spear warriors legally defenseless the moment they cross into the wrong state.
Let that sink in. A Delta Force operator who can direct a precision airstrike from a rooftop in Mosul comes home to New York or California—and a permit clerk gets to decide whether he can defend his family.
**That is not a policy. That is an insult.**
Harrigan's bill defines a "qualified special operator" as active-duty or honorably discharged servicemembers across paygrades E5–E9, W1–W5, and O1–O10. In plain English: Special Forces, Delta Force, Navy SEALs, Marine Raiders, Air Force Special Tactics operators, plus the NCOs and medics who keep them breathing downrange. These are not average applicants. Their background checks make the average gun buyer's look like a library card application.
This is federal preemption used exactly the right way—protecting people who have already proven, under live fire, that they can be trusted with lethal force.
Harrigan is not a defense-industry donor's mouthpiece cutting a press release from a safe Hill office. He carried a rifle with these men. He bled with them. He knows precisely what it means to trust the person beside you with your life—and he knows precisely how obscene it is that blue-state bureaucrats get to overrule that trust the moment those same warriors land at JFK or LAX.
The bill draws a clean, defensible line. It does not apply to every veteran. It targets the absolute elite—operators who survived the most punishing selection pipelines on earth. Anti-gun legislators will scream that nobody deserves an exemption from their permit schemes. That talking point dies the second they have to say it out loud about a SEAL Team operator.
**The argument collapses. They know it. They're counting on you not noticing.**
This is exactly the kind of legislation gun owners should be demanding floor time for—not watching it suffocate in committee while Bloomberg's lobby drafts the next ban. Harrigan has done his part. Now the bill needs co-sponsors, pressure, and noise.

Watch this one closely. If it moves, it sets a precedent that state permit schemes cannot override federal recognition of demonstrated, proven competence with firearms. If it stalls, it tells you exactly who in Congress thinks a permit bureaucrat outranks a Green Beret.
Either way—you need to know.
