Green Beret Congressman: Let SEALs Carry Everywhere
Rep. Harrigan's SOF Concealed Carry Act would end the insane reality where Delta Force operators need a blue-state bureaucrat's permission to carry a pistol.
Congressman Pat Harrigan (NC-10), a Special Forces combat veteran, dropped the Special Operations Forces Concealed Carry Act this week—a bill extending federal concealed carry authority to both active-duty and veteran special operations personnel nationwide.
Read that again slowly. The most proficient shooters the United States military has ever produced. Warriors who ran thousands of rounds downrange under live-fire conditions. Men and women who cleared rooms in Fallujah, hunted terrorists in Kandahar, and came home to find out a state permit office had opinions about their right to carry a sidearm.

Harrigan's bill ties eligibility directly to marksmanship and firearms training standards already met through SOF qualification—not a blanket exemption, but a straightforward recognition that anyone who cleared the Special Forces pipeline has exceeded any bar a state legislature could dream up. These aren't people who took a weekend CCW course. They are, by definition, among the most firearms-competent humans alive.
The legislation mirrors the framework of the Law Enforcement Officers Safety Act (LEOSA), the federal law that already grants qualified active and retired law enforcement nationwide carry rights. Harrigan's bill applies that same logic to SOF—closing a gap that, frankly, should never have existed in the first place.
Harrigan isn't a co-sponsor lending his name to someone else's idea. He wore the tab. He knows exactly what standard these operators met. He knows exactly how insulting it is that the system failed them.
