On Thursday, the federal government agreed it will not return rapid-fire trigger switches—devices that allow semiautomatic firearms to cycle faster—to owners in Maryland, Illinois, Minnesota, the District of Columbia, and Rhode Island. In exchange, those states' attorneys general dropped an active lawsuit against the federal government.

That's the whole transaction. Americans lose their seized property so the DOJ avoids litigation.
