California Adds Live-Fire Training to Its Firearm Certificate Requirements

The reported SB 948 requirement starts in 2029, not this week.

California has added another step between a lawful purchaser and the gun counter. The implementation date matters as much as the new requirement.

Bearing Arms reported October 2 that signed Senate Bill 948 adds training to the state’s firearm safety certificate process. Beginning January 1, 2029, affected applicants must complete at least four hours of qualifying instruction within the preceding year, including live-fire exercises. The report notes exemptions.

California already uses a written certificate examination and a safe-handling demonstration for most prospective purchasers. A mandatory course adds practical questions about available instructors, range access, travel and the expense of satisfying another prerequisite.

That is different from choosing training because it makes you a more capable gun owner. The new issue is a state-imposed condition on an otherwise lawful purchase.
